West Virginia’s electricity rates more than doubled between 2005 and 2022, outpacing the increases in every other state in the country. This report assesses the factors contributing to this steep rise in residential electricity costs, including (1) regulators and utilities doubling down on aging coal-fired power plants, (2) record-high cost recovery cases filed by utilities, (3) non-competitive resource procurement practices employed by utilities, and (4) a lack of energy efficiency programs available for consumers to take control of their electricity consumption.
